2028 RACE TIGHTENS AS NEW OCTA SURVEY REVEALS SHIFTING POLITICAL GROUND

A new Tugon ng Masa (TNM) survey conducted by OCTA Research suggests a highly competitive political landscape heading into the 2028 elections, with the hypothetical tandem of Leni Robredo and Raffy Tulfo securing 44% support, closely followed by Sara Duterte and Imee Marcos at 40%.



The numbers reveal deep regional divides:

• Robredo–Tulfo dominates in NCR and Balance Luzon

• Duterte–Marcos posts overwhelming support in Mindanao

• Class D and E voters remain the crucial swing bloc


Perhaps the most important figure in the survey is the 16% still undecided — a segment that could ultimately shape the direction of the 2028 race.


While the elections remain years away, analysts say the latest figures point to a rapidly evolving political landscape and a narrowing gap between major political forces.


According to OCTA Research President Ranjit Rye, the data came directly from their March 2026 fieldwork.
