ANGELES CITY, Pampanga — A massive search and rescue operation is underway after a building under construction collapsed in Barangay Balibago, Angeles City early Sunday, leaving dozens trapped beneath rubble.

Authorities said the incident involved a proposed nine-storey structure along Teodoro Street that reportedly collapsed around 3:00 a.m.
At least 24 to 26 individuals have already been rescued from the site, while authorities fear that more than 20 others may still be trapped under the debris, based on initial assessments.
Leading the rescue operations are Bureau of Fire Protection Acting Regional Director Bernard T. Rosete, Pampanga Provincial Fire Marshal Amando C. Elevado Jr., Angeles City Fire Marshal Bernard P. Dizon, and the Special Rescue Force Region 3 headed by Sheila Marie C. Carlos.
The operation is being conducted in coordination with the Angeles City CDRRMO, Philippine National Police, and Angeles City Mayor Carmelo Lazatin II.
Rescuers said signs of life were detected from beneath the collapsed structure, with some trapped individuals reportedly able to communicate with responders during the operation.
Authorities have yet to determine the exact cause of the collapse as clearing and rescue efforts continue.
