CLARK-MAKATI IN UNDER AN HOUR: AIRPORT EXPRESS RAIL TO TRANSFORM TRAVEL, BOOST CLARK'S RISE AS THE PHILIPPINES' FIRST AIRPORT CITY

Traveling between Clark International Airport (CRK) and the Makati Central Business District could soon take less than an hour with the upcoming Airport Express service under the 147-kilometer North-South Commuter Railway (NSCR).

The Department of Transportation (DOTr) said the Airport Express will terminate at Clark Station, located within the Clark International Airport complex and linked directly to the passenger terminal through an elevated walkway, providing travelers with a seamless connection between rail and air transport.

According to DOTr Assistant Secretary for Right-of-Way Acquisition for Rail and Road Irish "IC" Calaguas, the project forms part of the government's broader effort to modernize the country's transportation network while supporting the rapid development of Central Luzon.

Once fully operational, the NSCR is expected to serve approximately 800,000 passengers daily, connecting Clark, Pampanga, to Calamba, Laguna through one of the country's largest railway systems.

The passenger rail project is also expected to complement the ambitious Clark AeroDistrict, a 759-hectare mixed-use development envisioned as the Philippines' first world-class airport city.

Operated by Luzon International Premiere Airport Development (Lipad), the AeroDistrict will feature four major development zones: passenger terminals, cargo and logistics facilities, aviation maintenance, repair and overhaul (MRO) hubs, and general aviation services.

Lipad President Noel Manankil said the project aims to ease congestion in Metro Manila while transforming Clark into a major center for aviation, logistics, commerce, and investment.

A key component of the master plan is the proposed Cargo City, a 30-hectare logistics hub designed to strengthen domestic and international supply chains and attract new investors in the logistics sector.

While the NSCR is intended exclusively for passenger transport, Calaguas said cargo operations will eventually be handled by the proposed Subic-Clark-Manila-Batangas Railway, which is currently undergoing a feasibility study. The railway project has already secured approval from the Economic Development Council and is expected to connect the Subic and Clark freeports while supporting both freight and passenger movement.

Clark International Airport continues to post steady growth, recording 2.75 million passengers in 2025, a 14-percent increase from the previous year. Airport officials expect passenger traffic to exceed 3 million in 2026 as more domestic and international routes are added.

Currently, Clark operates 166 weekly domestic flights serving 13 destinations and 115 weekly international flights connecting 11 overseas destinations.

With major rail infrastructure and airport expansion projects moving forward simultaneously, officials say Clark is positioning itself to become one of the country's most important transportation and economic gateways in the coming years.
