FORMER PRESIDENT DUTERTE APPEARS AT ICC AFTER 18 MONTHS

THE HAGUE, Netherlands — Former Philippine President Rodrigo Duterte made his first public appearance in about 18 months on Wednesday, September 16, as he personally attended proceedings before the International Criminal Court (ICC) in The Hague.

Duterte appeared in the courtroom wearing a black suit and white shirt, as ICC judges heard arguments concerning his health and his ability to participate in the trial. He did not speak during the proceedings.

The 81-year-old former president was transferred to ICC custody in March 2025. He is facing a charge of crime against humanity of murder over alleged killings linked to the anti-drug campaign carried out during the period covered by the ICC case.

Duterte’s defense has argued that he suffers from cognitive decline and questioned whether he is fit to stand trial. The ICC, however, had previously determined that he was sufficiently fit to participate in the proceedings in person.

The hearing comes as preparations continue for the trial, which is expected to begin in November 2026, according to Reuters.

Duterte’s appearance marks a significant public moment in the ongoing ICC proceedings, more than a year after his transfer to The Hague.
