A tense new development has surfaced following the shooting incident inside the Senate complex, after National Bureau of Investigation (NBI) Director Melvin Matibag revealed a copy of a request letter from the Government Service Insurance System (GSIS) seeking the deployment of NBI personnel at the premises on the very day the incident unfolded.

The letter, dated May 13 and signed by GSIS President and General Manager Wick Veloso, asked the NBI to send personnel to the GSIS compound—where the Senate is located—to help maintain “peace, order, and security” amid heightened tensions surrounding the reported possible arrest of Senator Ronald dela Rosa.

According to the request, the presence of NBI agents was intended to prevent “untoward incidents” and ensure the orderly conduct of activities within the area.

The controversy deepened after Palace Press Officer Claire Castro disclosed that Senate Sergeant-at-Arms Mao Aplasca admitted firing the first warning shot after spotting NBI agents near the Senate premises.

Aplasca reportedly said the warning shot was meant to alert and deter the approaching NBI personnel, triggering confusion and tension that escalated into the now highly scrutinized incident.

Authorities continue to investigate the sequence of events, as questions mount over coordination, protocol, and the true circumstances behind the confrontation.
