More than 93,000 public school personnel nationwide are set to benefit from salary upgrades following the release of an additional ₱8.68 billion by the Department of Budget and Management (DBM) to the Department of Education (DepEd).

The funding will support the implementation of the Expanded Career Progression (ECP) System, particularly the payment of salary differentials for 93,344 reclassified positions across the country.

Under the ECP System, qualified teachers and other public school personnel may advance to higher positions and receive corresponding increases in compensation without necessarily leaving the teaching profession.

The DBM said the latest fund release covers the requirements for the FY 2025 and FY 2026 implementation of the career progression program for personnel whose positions have already been reclassified and who have received the necessary appointments and Notices of Salary Adjustment or other required documents.

Acting Budget Secretary Kim Robert C. De Leon emphasized that career advancement should come with appropriate financial recognition.

According to De Leon, the reforms are intended to make teaching a more rewarding and sustainable profession by providing teachers with clearer opportunities for professional growth and better compensation.

The ECP System is designed to expand career opportunities for public school teachers, allowing them to progress professionally while continuing to focus on teaching and improving learning outcomes for students.

The government is also looking to provide even greater funding for the program.

Under the proposed 2027 National Budget, around ₱12.09 billion is being earmarked for the continued implementation of the Expanded Career Progression System.

The increased funding is expected to support more career advancement opportunities and the reclassification of qualified public school personnel in the coming years.

For thousands of teachers and education workers, the latest release represents more than just additional funding—it means that professional growth and increased responsibilities can come with the compensation they deserve.
