WATER USE AT THE CENTER OF THE PAX SILICA DEBATE

As Filipinos continue to conserve water amid recurring supply shortages in several parts of the country, the issue of water security has become one of the central concerns surrounding the proposed Pax Silica project.



The discussion gained momentum after a graphic circulated on social media citing reports that large AI data centers can consume up to 5 million gallons of water per day. The comparison sparked public debate over whether the Philippines can sustainably support large-scale artificial intelligence infrastructure while ensuring sufficient water supply for communities.


Experts caution, however, that the 5-million-gallon figure is a general estimate for some hyperscale AI data centers and has not been officially confirmed as the projected water consumption of the proposed Pax Silica facility. Actual water use depends on several factors, including the size of the data center, cooling technology, climate, and operating conditions.


Environmental concerns


Environmental advocates, policy analysts, and some academics say the issue extends beyond water consumption alone. They argue that the Philippines, which has experienced recurring water shortages and the effects of El Niño in recent years, should carefully evaluate whether local water resources can support large-scale AI infrastructure without compromising household, agricultural, and community needs.


Critics have called on the government to release comprehensive environmental studies, including details on the project's water source, projected consumption, conservation measures, and long-term sustainability plans before any major development proceeds.


Experts also note that the environmental impact of AI infrastructure includes electricity demand, land use, carbon emissions, and resource management, making transparency an important part of the decision-making process.


Government defends the project


The Marcos administration has maintained that Pax Silica is a strategic initiative aimed at positioning the Philippines as a regional hub for artificial intelligence and advanced technologies.


Government officials have assured the public that domestic water supply will remain the priority. They said any project requiring significant water resources must comply with existing environmental regulations and secure the necessary permits before operations begin.


Officials have likewise pointed out that modern data centers increasingly employ water-efficient cooling systems, recycled water, and other technologies designed to reduce freshwater consumption and minimize environmental impact.


Universities urge careful evaluation


Meanwhile, economists and researchers from the University of the Philippines have urged policymakers to assess Pax Silica beyond the value of its projected investments.


They said the country's focus should not only be on attracting billions of pesos in foreign investments but also on ensuring that the project promotes technology transfer, develops Filipino talent, creates quality jobs, and strengthens the country's long-term AI capabilities.


Researchers have also stressed the importance of making environmental assessments and resource management plans publicly accessible so that communities can better understand both the potential benefits and possible environmental costs of the project.


Balancing growth and sustainability


The debate surrounding Pax Silica mirrors a broader global conversation on artificial intelligence infrastructure.


As countries race to expand AI capabilities, governments around the world are balancing economic growth and technological innovation with concerns over water security, energy consumption, and environmental sustainability.


For the Philippines, the challenge is finding a balance between attracting transformative investments and protecting natural resources that communities rely on every day.


As discussions continue, many experts agree on one point: greater transparency, science-based environmental assessments, and public accountability will be essential in determining whether the long-term benefits of Pax Silica outweigh its potential environmental impact.
