Despite heavy rains, protesters gathered at Malcolm Square in Baguio City on May 16 as local anti-corruption groups staged an indignation rally over Vice President Sara Duterte’s impeachment case and the alleged arrest warrant involving Sen. Ronald “Bato” Dela Rosa.

Rain poured steadily over Baguio City on May 16, but it did not stop residents and advocacy groups from gathering at Malcolm Square to stage an indignation rally centered on recent national political controversies involving top government officials.
Carrying placards and braving the cold weather, protesters voiced concern over the impeachment case of Vice President Sara Duterte, as well as circulating reports and public debate regarding an alleged arrest warrant involving Senator Ronald dela Rosa.
Organizers of the rally said the demonstration was aimed at calling for greater transparency and accountability in government, emphasizing that public officials must remain answerable to the Filipino people amid rising political tension.
Despite the weather conditions, the gathering remained orderly as participants continued their program throughout the afternoon. Authorities were present in the area to ensure peace and security, with no major incidents reported.
The protest adds to a series of recent public demonstrations reflecting growing civic engagement on issues of governance, corruption, and political accountability.
Meanwhile, the conduct of mass actions in public spaces is regulated by Batas Pambansa Blg. 880 (Public Assembly Act of 1985), which ensures that rallies remain peaceful and do not disrupt public order.
As rain continued to fall across the city, the voices at Malcolm Square remained steady—reflecting a continuing demand for accountability even amid political uncertainty and unfavorable weather conditions.
